Government Affairs Manager

Julio Garcia is the Government Affairs Manager for the Office of the Council President. In this role, he advises the Council President on all regional policy affairs related to MTS, SANDAG, Port of San Diego, Binational, and State and Federal affairs. He ensures the priorities of the San Diego City Council are uplifted to our State and Federal government entities and representatives.

Prior to joining the Office of the Council President, Julio worked in the San Diego City Council District 9 office, and several non-profits in San Diego and the Bay Area. He has worked on several policy and advocacy initiatives related to transportation, housing/tenant rights, and public health. He has served the Council President’s office since 2021.

Julio was born and raised in San Diego and has family roots in Tijuana. He lives in San Diego City Council District 3, at the border of Hillcrest/Bankers Hill. In his free time, he enjoys walking around his neighborhood, riding bikes, and watching sports. He received a BA in Latin American and Latino Studies and a minor in Legal Studies from the University of California, Santa Cruz.
