Brian Elliott serves as the Deputy Chief of Staff and Policy Director for Council President Pro Tem Joe LaCava. Brian also serves as the Committee Consultant for the City’s Environment Committee, supporting Council President Pro Tem LaCava in his role as Chair of that committee.

Brian’s educational and professional background is in energy and sustainability matters. Throughout his career in public policy, Brian has worked extensively with experts, community members, and advocates in the fields of homelessness, housing, life sciences, economic development, and infrastructure.

Brian previously served as a policy advisor for City of San Diego Councilmember Chris Ward (District 3) and U.S. Representative Scott Peters (CA-52). Brian completed his bachelor’s degree at the University of Portland and received his master’s degree in environmental policy from the University of Pennsylvania. His wife, Sheila Rao, and he are residents of San Diego and find every possible opportunity to run trails, golf, and rock climb.
