Legislative Assistant

Heidi Palmer serves as part of the Legislative Affairs team for the Office of the Council President. As the Legislative Assistant, she provides support to the Council President including docketing materials for City Council agendas in compliance with the California Brown Act and local statutes. She joined the City in 2014 and served as the Director of Office Administration for the District 5 and District 9 Offices for nine years before transitioning to her current role.

Heidi’s passion for serving others is rooted in her upbringing as part of an immigrant family from Guatemala. She learned early on that placing service above all else is a powerful way to share light and love with the world. Growing up in an agriculturally rich and predominantly Latine farming community in Ventura County, demonstrated to Heidi the value of hard work and dedication, and that all people deserve to be respected and treated well.

Heidi enjoys volunteering with community-based organizations, supporting local small businesses, and connecting with the rich and diverse communities found throughout San Diego.
