Start Water/Wastewater Service

Submit a Request to Start Service

Before you start your request, please select the account type below that applies to you and review the information needed to start your water/wastewater service.

Individual/Household

The following information is required:

  • Name of the primary account holder
  • Date of birth of primary account holder
  • Service address
  • Mailing address (if different from service address)
  • Phone number
  • Email address
  • Start of service date
  • Current or previous service address within the city of San Diego (for reference, if applicable)
  • One (1) form of government-issued identification listed below for the account holder and any secondary contact before starting service. Examples of acceptable government-issued identification are:
    • Driver’s license
    • State identification card
    • Military identification
    • U.S. Passport or Passport Card
    • Foreign passport
    • Permanent resident card
    • Certificate of Naturalization or Certificate of U.S. Citizenship
    • Student identification card
    • Social Security Card
      The Federal Privacy Act gives you the right to choose whether to give us your Social Security Number. This information will be used for identification purposes only. You will not be penalized if you choose not to give us your Social Security Number.
  • Secondary contact name (if applicable)
  • Secondary contact phone number (if applicable)
  • Secondary contact relationship to account holder (if applicable)

NOTE: Any individual or business listed as a contact on a Public Utilities Department account will have the same access to account information and the ability to make changes to the account, as would the account holder. This includes information regarding usage, rates, payment method and billing information. This also includes the ability to close the account and update the mailing address, phone number and email address, as well as add additional contacts on the account. Contacts, however, are not allowed to start or transfer service on behalf of the account holder, with the exception of a property management company with a current property management agreement on file.

  • C/O (if applicable)

  • Contact information for the person or entity responsible for payment
    • Name

  • One (1) copy of either document listed below, showing your Tax Identification Number, Employer Identification Number or City of San Diego Business Tax Certificate Number:
    • W-9
    • San Diego Business Tax Certificate

Property Management Company

A property management company can start water/wastewater services on behalf of an owner.

The following information is required:

Owner Required Information

  • Name of primary account holder (owner)
  • Date of birth of primary account holder (owner)
  • Service address
  • Billing address (if different from service address)
  • Phone number for the account holder (owner)
  • Email address for the account holder (owner)
  • Start of service date
  • Current or previous service address within the city of San Diego (for reference)
  • One (1) form of government-issued identification listed below must be provided for the account holder and any secondary contact before starting service. Examples of acceptable government-issued identification are:
    • Driver’s License
    • State identification card
    • Military identification
    • U.S. Passport or Passport Card
    • Foreign passport
    • Permanent resident Card
    • Certificate of Naturalization or Certificate of U.S. Citizenship
    • Student identification card
    • Social Security Card

Property Management Company Required Information

Please note that it can take up to ten (10) business days to process your request to start your water/wastewater service. During this time, there will be no interruption of service for water/wastewater accounts that are not started in a timely manner. We apologize for any delay and look forward to completing your request.

If you prefer, you can request to start your water/wastewater service by phone. NOTE: You will need to submit the required identification to start your account.

Frequently Asked Questions

Will my water be turned off while I wait for my new account to be established?

No. If you have requested a new account, the water will remain on. Please note it can take up to 10 business days to establish your new water/wastewater account.

Can I get the water/wastewater account in my name if I live in a multi-family unit?

If the property has one water meter that serves multiple units, Public Utilities policy requires that the account be set up in the owner’s name.

Can I have my water/wastewater account placed under the name of a Trust?

Yes, provided the Trust has an Employer Identification Number (EIN).

Can I have my water/wastewater account placed under the name of a property management company?

Yes, provided the property management company owns the property. If not, the account must be set up in the property owner’s name.
