Phil Blake
EMS Administrative Manager
Mr. Blake currently holds the title of EMS Administrative Manager for the EMS Division (2003 to Present). Previous City positions include EMS Program Analyst (2000-2003) and SDPD Crime Analyst (1999-2000). Prior to joining the City of San Diego, he worked in the insurance industry, specializing in litigated claims management. He was also employed as a City Planner for the New York City, Department of Transportation. Mr. Blake served as a non-commissioned officer in the U.S. Army Reserve from 1995 to 2003 and completed a tour of duty in Iraq.
His education credentials include a Master of Public Administration degree from New York University, a B.A. Communications degree from Brigham Young University and various training accomplishments in the U.S. Army.
