Enforcement
The Industrial Wastewater Control Program (IWCP) has the primary objectives of bringing permittees into compliance with applicable Federal Pretreatment Standards and requirements and controlling and reducing mass emissions of industrial pollutants to the sewer system.
As provided in its Enforcement Response Plan and the City of San Diego Municipal Code, the IWCP has a broad range of enforcement mechanisms available, including the recovery of administrative and supplemental monitoring costs related to violation identification and processing, Notices of Violation, Compliance or Penalty Orders, publication of the annual List of Facilities in Significant Non-Compliance, and permit revocations and suspensions.
