Tactical Equity Plans

A city is measured by how effectively it can deliver services to all its residents. Recently, PandA and the Department of Race & Equity launched a new Tactical Equity Plan (TEP) process that combines tactical planning and equity action planning. Bringing these two processes together helps departments better integrate equity into how they operate, both now and in the future. The new TEP structure helps departments think through the operational, policy, program, and budget conditions needed to create equitable outcomes for inclusive City services. These plans also hold space for empowerment - a key function of the TEP is identifying actions each department can take to close equity gaps.

Key Performance Indicators

In collaboration with leaders from every City department, PandA brainstormed, collected, and analyzed 200+ new key performance indicators to help our City leaders and team members better understand, measure, and manage operational metrics. The new KPIs were published in Volume II of the City’s FY25 proposed budget.
