Fleet Electrification Program

The City’s 2022 Climate Action Plan (CAP) sets a target of net zero emissions by 2035. The transportation sector is the largest source of greenhouse gas emissions and as such, the CAP includes measures to reduce emissions from this sector. CAP Measure 2.2 establishes a target for the City to electrify 100% of its light-duty fleet vehicles and 75% of medium-duty and heavy-duty fleet vehicles by 2035. The City’s Sustainability and Mobility Department is working with City departments to develop a citywide fleet electrification strategy as well as departmental fleet charging plans to realize this goal.
The City’s 4,700 vehicles are based at five major operations yards and more than 80 City-owned properties that include parks, recreation centers, libraries, neighborhood police and fire stations, and other operational facilities. They provide essential neighborhood services such as trash collection, regulatory inspections, park maintenance and public safety services via police and fire departments.
Approximately 60% of the City’s fleet vehicles are light-duty and 40% are medium and heavy duty. The Fleet Operations Division of the General Services Department works with City departments to order, finance and replace vehicles at the end of their life cycle. Approximately 400 vehicles are replaced annually. To fulfill CAP goals, the City will replace gasoline and diesel-powered vehicles with electric alternatives. As of January 2024, approximately 6% of the vehicles in the City’s fleet are electric vehicles.
Approximately 1,300 City vehicles are subject to the Advanced Clean Fleet regulations set forth by the California Air Resources Board (CARB), effective January 2024. These regulations require that 50% of all medium and heavy-duty fleet vehicle purchases be zero emissions vehicles (ZEVs).
Electric vehicle charging stations are an essential component to support fleet electrification. Fleet ZEVs currently charge at 74 ports in eight locations throughout the City. These charging ports include off-grid solutions and are strategically being expanded to meet CAP goals.
