Duties and Functions
The Defined Contribution Plans Trustee Board (the Board) oversees the investments of the City’s defined contribution plans (the Plans). The Plans include the SPSP, SPSP-H, 401(a) and 401(k). The Board meets quarterly, at minimum, to monitor fund performance. The Board also oversees the external investment consultant and third-party administrator. With guidance from the Plan’s Investment Policy and recommendations from the investment consultant, the Board may add, change or replace a fund.

DC Trustee Board Election (2026-2028 Term)
Notice is hereby given of the impending election of a 401(k) Plan Trustee to serve as a member of the Defined Contribution Plans Trustee Board for the 2026-2028 term. Nomination Petitions for candidates must be filed with the Risk Management Department, Employee Savings Section, no later than October 24, 2025. Candidates must meet the following conditions and qualifications:
- The candidate must have completed his or her probationary period of employment and currently be contributing to the 401(k) Plan.
- The 2025 Call for Nominations and Petition must completed and signed by no less than ten (10) active (currently making contributions) 401(plan participants and returned via email to retirement@sandiego.gov no later than 5 p.m. on October 24, 2025.
It should be emphasized that the Plan Trustee is expected to serve the entire 3-year term, to participate in all Trustee meetings (quarterly, with special meetings when needed), and to accept additional committee work assignments as necessary from time to time. It is therefore vital that each candidate have sufficient time to properly fulfill the obligation accepted by all members of the Trustee Board. Trustees do not receive any compensation.
