Phase 1 - North City Working Groups
Phase 1 of the Pure Water Program includes several projects that will clean recycled water to produce 30 million gallons per day of high-quality purified water starting in 2021, reducing the City’s dependence on imported water. The purified water will blend with the City’s imported and local water sources and be treated again at the Miramar Water Treatment Plant and distributed to the public. The projects include the Morena Pump Station and Pipelines, the North City Water Reclamation Plant Expansion, the North City Pure Water Facility, the North City Pure Water Pump Station and Pipeline and the North City Renewable Energy project.

Phase 1 Distribution Area
The purified water will blend with imported and local water sources before it is treated again at the existing Miramar Drinking Water Treatment Plant and distributed to the public. The purified water distribution area will include the portion of the City of San Diego that receives potable water from the Miramar Water Treatment Plant in addition to the city of Del Mar.

Phase 1 Working Groups
On April 10, 2018, the San Diego City Council voted unanimously to move forward with Phase 1 of the Pure Water Program by certifying the Pure Water San Diego North City Project Final Environmental Impact Report/Environmental Impact Statement (EIR/EIS) and approving two construction management contracts for the Phase 1 projects. As part of the approval, the City Council directed the Public Utilities Department to create project area Working Groups whose members would provide informed input and feedback regarding opportunities to avoid, minimize or mitigate potential construction impacts and assist the City with implementing the conditions that are part of the approved site development permit. Four Working Groups are currently being convened, one for each of the major construction segments: 1) Bay Park/Morena, 2) Clairemont, 3) University City and 4) Scripps Ranch/Miramar.
