Noah Fleishman
Fiscal & Policy Analyst
Noah Fleishman joined the Office of the Independent Budget Analyst (IBA) in October 2024 as a Fiscal & Policy Analyst. Prior to joining the IBA, Noah worked for the City of Los Angeles in the Office of the City Administrative Officer (CAO) on policy areas related to affordable housing, economic development, land use, and real estate transactions. Prior to joining the CAO, he worked for a Los Angeles City Councilmember leading community engagement, airport relations, and capital improvement projects in the district.
Before his work for the City of Los Angeles, Noah worked for the Affordable Housing Institute in Boston, the Los Angeles County Homeless Initiative, and a Los Angeles County Supervisor. Noah graduated cum laude from the University of California, Santa Barbara with a bachelor's in History and Public Policy and a minor in Jewish Studies. When not serving the residents of San Diego, he enjoys reading at the beach, cooking, biking, playing soccer, and watching baseball.
