Pacific Highlands Ranch Branch Library

Project Description

This project provides for the design and construction of a new library branch of approximately 18,000 square feet. The facility will include adult, children and teen reading areas, four study/conference rooms, a computer area, a community meeting/multi-purpose room with a catering kitchen, a ‘Friends of the Library’ Room and patio reading areas.

The building will be LEED Silver-certified, which will help meet the City’s Climate Action Plan goals by utilizing all-electric features. There will be 64 onsite parking spots which will include four designated ADA spots and three electric vehicle charging stations. Additional offsite improvements include site grading, utility connections and promenade upgrades.

The library will also feature public artwork by San Diego-based artist Janelle Iglesias. The piece, “Text/Tile,” will be an immersive terra-cotta tile installation that acts as a word find that spells out words in English, Spanish and Kumeyaay to note the languages of people who have inhabited the land where the library is located.

The project site is located on Village Center Loop Road across from the Pacific Highlands Ranch Recreation Center in the Pacific Highlands Ranch neighborhood of Council District 1.

Anticipated Schedule

  • Award Design-Bid-Build contract: Summer 2022.
  • Begin construction: Summer 2022.
  • Library completion: Fall 2024.*

The total project cost is $27.6 million.*
