University Avenue Mobility Project
Project Background
The City of San Diego is modifying the roadway segment of University Avenue between Florida Street and Boundary Street/I-805 to improve safety and mobility along the University Avenue corridor for pedestrians, bicyclists, transit and automobile traffic.
Project Overview
The University Avenue Mobility Project (UAMP) will construct multi-modal improvements along University Avenue, between Florida Street and Boundary Street, within the North Park community. UAMP improvements include:
- Roadway Improvements, such as traffic signals, raised medians, turn pockets and re-striping.
- Transit Improvements, such as transit-only lanes and consolidating transit stops.
- Pedestrian Improvements, such as enhanced pedestrian crossings and curb ramps.
The overall project is within one of the most densely populated areas in San Diego. The area includes residential neighborhoods, business districts and major arterial corridors that connect neighborhoods; as well as local streets and bicycle and pedestrian corridors.

Schedule and Budget
As of October 2024, work continues at various locations along University Avenue. The project is anticipated to be completed in early 2025.
The remaining work to be completed is as follows:
- Finalize traffic signals on University Avenue at Texas Street, 32nd Street, and Illinois Street by installing signal detection loops and other equipment.
- Install meter pedestals at Illinois Street and Grim Avenue and connect to SDG&E service point.
- Complete Ohio Street intersection, including signal pole modifications and installation of curb ramps and electrical equipment.
- Install Rectangular Rapid Flashing Beacon (RRFB) crosswalk systems along University Avenue at Idaho and Iowa Streets.
- Complete curb ramps at Grim Avenue.
- Asphalt overlay and stripe University Avenue from Ray Street to Illinois Street.
Below is the upcoming anticipated construction schedule:
- October 2024
- Finalize all traffic signals and RRFB systems except Ohio Street. Install meter pedestals and connect to SDG&E service point.
- Specific Dates To Be Determined
- Finalize signal at University Avenue and Ohio Street.
- Complete flatwork restoration at Ohio Street, Grim Avenue, and Illinois Street.
- Complete remaining asphalt overlay and striping work.
