The core functions of the Program and Project Development Division includes  providing technical support and engineering services for CIP, emergency and other City public projects in the following areas:

• Preliminary engineering
• Standard and Contract documents and QA/QC services
• Contract management services to the department for As-needed Consultants, Job Order Contracts, and Multiple Award Construction Contracts.
• Environmental review and Permitting
• ADA Access Law Compliance
