Torrey Pines GC Clubhouse & Maintenance

Project Background

Torrey Pines Golf Course is a 36-hole municipal golf facility that sits on the coastal cliffs overlooking the Pacific Ocean in the community of La Jolla, just south of Torrey Pines State Reserve. It has long been recognized as one of the nation's premier municipal golf facilities. The City has recognized a need for modernizing the golf course facilities and ancillary structures in accordance with current and future council policies and initiatives, as well as creating a more cohesive architectural style, consistent with the Lodge at Torrey Pines.

Project Description

The City has hired a highly qualified master planning and architecture firm to prepare a strategic master plan for the entire Torrey Pines Golf Course structures and ancillary facilities. The master plan will not include changes to the golf course and its layout. The primary purpose of the Torrey Pines Golf Course master plan is to establish short- and long-term goals and objectives for City staff, the Parks and Recreation Department and the City Council for the improvement and future development of the Torrey Pines municipal golf course structures and ancillary facilities. Additionally, the master plan will dictate the guidelines, criteria and proposed phasing for future development of the golf course’s facilities and site improvements.

The selected consultant will prepare and provide bridging documents and environmental packages for the anticipated Phase I of the master plan, which includes the demolition, removal, and replacement of the existing clubhouse, maintenance facility, and practice putting greens. During Phase I, temporary facilities will be constructed to ensure continuous operation of the golf course and overflow parking will be identified and coordinated. Construction of Phase I will be bid at a future date and completed by a separate contractor.

Future phases of the master plan will focus on ongoing modernization efforts and the redevelopment of antiquated areas of the golf course.

Anticipated Schedule

  • Advertise and award for consultant contract: January 2024 - March 2025.*
  • Master plan and bridging document development: April 2025 - December 2026.*
  • Advertise and award for design-builder: September 2026 - June 2027.*
  • Design phase: July 2027 - April 2028.*
  • Construction phase: May 2028 - October 2030.*

Project Cost

A project budget will be determined after the master plan is completed and before the construction contract is advertised for bidding. Currently, $5 million has been allocated for the development of the master plan, basic design documents and environmental permit application packages for the identified Phase I of the master plan.*
