About CIP

The Capital Improvements Program (CIP) is the long-range plan for all individual capital improvement projects and funding sources throughout the city. CIP projects are unique construction projects that provide improvements or additions such as land, buildings, and infrastructure.

Why is the CIP Important?

The CIP improves the quality of life in San Diego by upgrading essential structures, systems, and facilities that provide critical services. These projects involve substantial investments that benefit the public for decades, including parks, libraries, street improvements, and water and wastewater facilities and pipelines.

How are CIP Projects Selected and Prioritized

The City uses a clear, objective process to select and prioritize CIP projects. Factors such as public safety, community input, and legal requirements guide the selection. Council Policy 800-14 outlines prioritization standards.

The Capital Improvements Program Review and Advisory Committee, or CIPRAC, evaluates proposed projects from a citywide perspective and provides the mayor with the proposed list of CIP projects. To ensure a balanced approach, CIPRAC includes representatives from all asset owning departments, as well as the Department of Finance and the Engineering & Capital Projects Department. By reviewing costs, benefits, and merits, CIPRAC gives decision-makers recommendations to make the best use of available funds.

E&CP manages most CIP projects, while asset owners such as the Public Utilities, Transportation, and Stormwater departments oversee additional projects.

Yes! Your input is essential in helping prioritize projects that strengthen our communities. The City’s Infrastructure Prioritization Engagement Plan, also known as Equity Forward, encourages you to share your ideas and actively participate in shaping local infrastructure to meet the needs of all San Diegans.

The Engineering Capital Projects Department provides design and construction management for hundreds of construction projects located throughout the City to maintain the health, well-being and necessities of our growing communities. From construction work on underground water and sewer lines in the public right-of-way, to more visible projects such as bridges, parks, and library improvements, our goal is to addresses our infrastructure needs with a comprehensive approach which will enable "America's Finest City" to continue supporting the high quality of life as we know it. CIP asset owners may own many types of assets.
