Tecolote Canyon Trunk Sewer Improvement & Golf Course Water Connection

Project Description

This project provides for the rehabilitation and replacement of 4.7 miles of trunk sewer pipe in Tecolote Canyon. These repairs and upgrades will prevent sewer line ruptures and provide additional capacity to the sewer system. Project activities include sewer line maintenance, installation and replacement of manholes and access path improvements to facilitate future maintenance. Both open trench and trenchless methods for replacing and rehabilitating the trunk sewer will be used, depending on the area of the canyon. Trenchless work will occur in environmentally sensitive locations and will include the use of a steel casing, a jacking pit and a receiving pit.

This project will also install 700 linear feet of 16-inch water main to service the Tecolote Canyon Golf Course and provide redundancy in the water system for the efficient delivery of water to the surrounding communities.

Other activities include the construction of stream crossings and manhole protections. Revegetation plans include a 120-day plant establishment period, 25-month monitoring for vegetated areas and 60-month monitoring for all restoration areas.

For everyone's safety, anyone visiting the area is asked to use caution and stay a safe distance from any construction activity.

Current Work (Updated Feb. 10)

  • Attention golfers: Due to Phase 2 of construction and the expiration of the City's lease with the course's previous operator, all 18 holes are now closed. The driving range will remain open until Sunday, Feb. 15. Previously, work was only partially impacting course operations and it was open under a 9-hole layout. The construction impacts give the City the opportunity to revisit the management of this asset, improve operations, better align with market value and enhance long-term revenue and public benefit. The City intends to request proposals and enter into lease negotiations, with any proposed agreement to be brought forward for City Council consideration and approval. The course is planned to reopen upon the conclusion of the project, which is scheduled for this summer, and after an operator is selected and a new lease is approved by the City Council.

  • Vegetation clearing efforts on the hiking trail from Mount Acadia Boulevard to Balboa Avenue have commenced.  For public safety, full trail closures will occur during work hours, Monday through Friday.

  • Sections of the hiking trail are temporarily closed for public safety due to heavy construction vehicle traffic, limited space within the trails, deep excavations and around-the-clock construction activities.

  • For additional details on trail closures, see the project flyer.

    • Phase 1a, which stretches from the Nature Center to the USD access point, will remain closed 24/7 through March 2026 due to elements of water main construction. The sewer main installation for this segment has been completed.
    • Phase 1b will also be closed 24/7, Monday through Friday, and reopened on weekends. This phase runs north of the USD access point into the Tecolote Canyon Golf Course.
