The City of San Diego is committed to developing a thriving, skilled, and educated workforce capable of tackling the challenges and opportunities of tomorrow, by providing a clear, unified pathway for career growth, learning, and development today.

Employ & Empower develops the workforce we need for tomorrow with special attention given to low-income and unemployed youth, foster youth, those who are military-affiliated (including dependents and spouses), as well as individuals who have involvement with justice, mental health, or substance use that has impacted academic or employment opportunities.
