Construction Change to an Engineering Permit
Apply to submit changes to approved Grading and/or Right-of-Way Permits. For projects originally issued in a non-digital/ paper version, a scanned set of the approved drawings will need to be uploaded for reference.

What You Should Know
- City of San Diego-approved plans and specifications shall not be changed, modified or altered without authorization from the City.
- All changes, modifications or alterations to approved plans and specifications during construction must be reviewed and approved by the City prior to being incorporated into the construction documents.
- Based upon the complexity, scope and number of proposed construction changes, a Development Project Manager may be assigned to oversee the process.
Fees
A non-refundable plan check fee at the hourly rate must be paid during the Set-Up Phase for the construction change. Information Bulletin 502 "Fee/Deposit Schedule for Grading/Right-of-Way Permits & Mapping Actions." Additional plan check hourly fees may be accessed by the reviewers as needed.
Apply for a Permit
Step 1
- For changes to an approved project number that begins with “PTS” (ex. PTS-XXXXXX), review the OpenDSD User Guide for PTS Projects.
- For changes to an approved project number that begins with “PRJ” (ex. PRJ-XXXXXX), review the User Guide - Apply for an Engineering Permit.
Step 2
Review the requirements for PDF file uploads, and prepare the following documents:
- Use one of the required templates to create your engineering construction change.
- Prepare the proposed engineering construction change per the requirements listed in Information Bulletin 350 - Construction Changes to Grading and Right-of-Way Approvals
Step 4
When submitting plans with your application, you must check the plan sheet numbers before uploading your files.
