Program Manager

Justin Ellsworth joined the Performance & Analytics Department as a Program Coordinator in September 2019. He is responsible for overseeing the development of the City’s redesigned 5-year strategic plan, including the operational processes required to evaluate, maintain, and update the City's strategic management system.

Justin brings experience from different industries as an analyst and project manager. Most recently, he led the Quality Department for a federally-qualified health center in Northern California. In this position, Justin oversaw improvement projects in operations and population health, largely serving the migrant farmworker community. Previously, he served in outreach and education roles for communities in Northern California, San Diego, and Tijuana.

Justin earned his Bachelor of Science in Public Health from the University of California, San Diego, and is thrilled to back in the San Diego community.
