Floodplain Review Status

Please consult the Stormwater Department when:

  • The project is in a Special Flood Hazard Area (SFHA).
  • The project encroaches on or is in close proximity to a levee.
  • You are looking to floodproof or elevate your property.
  • You need to work with FEMA or the US Army Corp of Engineers

The main documents for developing in a floodplain are:

  • 1. Elevation Certificate:
    • Purpose: Verifies the elevation of a building’s lowest floor relative to the base flood elevation (BFE).
    • Requirement: Essential for new construction and substantial improvements in Special Flood Hazard Areas (SFHAs) to ensure compliance with floodplain management regulations.
  • 2. Floodproofing Certificate:
    • Purpose: Documents that non-residential buildings have been designed and constructed to be watertight below the BFE.
    • Requirement: Required for non-residential buildings opting for floodproofing instead of elevation.
  • 3. Conditional Letter of Map Revision (CLOMR):
    • Purpose: Indicates whether a proposed project will meet NFIP requirements for changing floodplain boundaries.
    • Requirement: Necessary before construction begins if the project will alter the floodplain.
  • 4. Letter of Map Revision (LOMR):
    • Purpose: Officially revises the current FEMA flood map to reflect changes in floodplain boundaries due to completed projects.
    • Requirement: Submitted after project completion to update the floodplain map.
  • 5. No-Rise Certification:
    • Purpose: Confirms that a proposed development will not increase flood levels within the floodway.
    • Requirement: Required for any development within a designated floodway.

Notification Letters

  • When submitting a project that involves a CLOMR or LOMR, you need to notify neighboring property owners. Please provide the City with a list of current addresses for these neighbors and include exhibits showing the proposed and existing changes, clearly labeling which areas will be affected. Use the sample letters as a guide. Once you submit the accurate addresses and filled-out Notification Letters, the City will send them within 20 business days from your request.
