Small-Scale Neighborhood Homes

Projected Completion: 2026

Partially Grant Funded: Regional Early Action Planning (REAP) Grant, SANDAG

A row of townhomes

Small-scale neighborhood homes are townhomes, rowhomes and small-scale multiple-home buildings that are built to the same scale as surrounding traditional single homes that can provide home options for first-time homebuyers, families with children and middle-income households. These types of homes are often missing due to regulatory barriers such as zoning that limits the available land where these types of homes can be built. The Small-Scale Neighborhood Homes initiative will include home design guidelines to provide sample plans, layouts and designs, financing strategies and Small-Scale Neighborhood Homes regulations to allow for the development of these homes in more areas in the City in a manner that will enhance the City’s neighborhoods. The City Planning Department will engage with the public and interested stakeholders to assist in developing Small-Scale Neighborhood Homes regulations.
