The We All Count Point-in-Time Count (PITC) is a federally mandated requirement designated by the Department of Housing and Urban Development (HUD) to be conducted every two years. San Diego has historically chosen to conduct a homeless count on an annual basis, and the count is conducted by the Regional Task Force on Homelessness. The purpose of PITC is to collect data on the needs of people experiencing homelessness in our community.
The Downtown San Diego Partnership conducts a monthly count of persons living unsheltered in neighborhoods in the downtown areas of Gaslamp, East Village, Sherman Heights, Barrio Logan, Golden Hill, and Cortez Hill, among others.
