Upper Otay Dam and Reservoir in 1918. The dam was built on the Otay River in 1901, forming the reservoir. It is the smallest of the City's reservoirs and was established in 1959 as a hatchery for the experimental propagation and introduction of Florida-strain largemouth bass.
