1939 photo of the San Diego County Administration Building at 1600 Pacific Highway, which was completed in 1938 as the San Diego City and County Administration Building. Franklin D. Roosevelt and a crowd of about 25,000 turned out when the building was dedicated on July 16, 1938. The tuna boat at the waterfront in the foreground is a reminder that San Diego was once the tuna capital of the world. It was the city's third-largest industry, behind the Navy and aerospace.
