California Governor Pat Brown, Interior Secretary Stewart Udall, Mayor Frank Curran and Mrs. Engle at the groundbreaking of The Senator Clair Engle Desalting Plant and the San Diego Saline Water Test Facility in 1966. Engle had introduced the legislation that established the Office of Saline Water while serving as chairman of the Interior and Insular Affairs Committee. The facility was a 1,000,000 gallon a day Multi-Effect Multi-Stage Flash Distillation Plant adjacent to the South Bay Power Plant, which was imploded in 2013.
