I-5 North Coast Corridor HOV/Managed Lanes Project
The I-5 North Coast Corridor HOV/Managed Lanes Project proposes to add High Occupancy Vehicle (HOV)/Managed Lanes, auxiliary lanes and possibly one general-purpose lane in each direction to I-5 between La Jolla Village Drive in San Diego and Harbor Drive in Oceanside/Camp Pendleton.
The North Coast Corridor Project Interstate 5 (I-5) from La Jolla to Oceanside will be underway for the next few decades. Additional improvements include adding transit and freight capacity and enhancing reliability of the rail system for commuters. Together, these projects will create a more balanced transportation system for residents and coastal community visitors.
Project highlights include:
- Construct 27 miles of Express Lanes from La Jolla to Oceanside, which will be free for carpools, vanpools, and buses, and available to solo drivers for a fee
- Invest revenue generated from the Express Lanes into future North Coast Corridor transit projects
- Improve more than 30 highway overpasses with better bike/pedestrian paths
- Double track 99 percent of the 60-mile San Diego segment of the LOSSAN coastal rail line
- Upgrade rail stations and platforms
The North Coast Corridor and Public Works Plan was approved by the Coastal Commission in August of 2014. Construction will begin in late 2015 for the Encinitas to Carlsbad stretch, with construction beginning in City of San Diego limits around 2020.

High-Speed Rail Transit Project
A statewide high-speed rail transit project is the result of the Proposition 1A ballot initiative that voters passed in the fall of 2008. The California High Speed Train is planned to provide intercity, high-speed train service on over 800 miles of tracks throughout California that will connect the major population centers between the San Francisco Bay Area and San Diego.
The trains will be capable of operating at speeds of up to 220 mph over a fully grade-separated, dedicated track alignment, with an expected express trip time between Los Angeles and San Francisco of approximately 2 hours and 40 minutes and between Los Angeles and San Diego in 1 hour and 20 minutes.
The Santa Fe Depot Downtown Station option has been withdrawn and the San Diego International Airport is the preferred station location being carried forward.

Regents Rd. Widening Project
The City’s Public Works Department has recently completed the design for the Regents Road Widening project. Construction is anticipated to begin in July of 2016 and last until fall of 2017. When the project is completed there will be two newly resurfaced travel lanes for cars in each direction. Other improvements will include new sidewalks, bike facilities and improved intersections along Regents Road between Genesee Avenue to Executive Drive. This project has been in the works for many years and it will greatly improve the safety and access of such an important connection in University City.
