This was presented to Mayor Maureen O'Connor by Timoteo Encarnacion, Jr., Mayor of the City of Cavite, Philippines, in appreciation for her receiving and welcoming a group of visitors to the City of San Diego from Cavite in November 1992. The City of Cavite, Republic of the Philippines, has been a San Diego Sister City since 1969.
