Gold colored shovel, 58 inches long with the seal of City of San Diego and inscribed 'South Bay Ocean Outfall Groundbreaking, October 26, 1995, Mayor Susan Golding'. Working with the International Boundary and Water Commission (IBWC) and the City of San Diego, Parsons Corporation designed the SBOO to meet California state ocean plan discharge requirements to eliminate pollutants from ocean water, beaches and wildlife preserves. The SBOO extends approximately 3.5 miles offshore and discharges effluent in approximately 100 feet of water.
