Ceremonial shovel used by Mayor Sanders at the San Ysidro Port of Entry groundbreaking in February 2011, a 5-year, $577 million project to modernize and expand the border crossing. Plans called for 62 new inspection booths, eight new lanes, a new secondary inspection area, new pedestrian processing facility and administrative offices - all with upgraded security features.
