Framed diploma, 12 x 15 inches, presented to Mayor Maureen O'Connor in recognition of her labor to benefit relations between Mexico and North America, for constant activity promoting commerce of culture, especially between San Diego and Tijuana. This was presented in February 1990 by Construccion Internacional, Tribune of the Engineers and Architects of Mexico. Tijuana became a San Diego Sister City in 1993.
