Book: The Watchers, The Rise of America's Surveillance State, by Shane Harris. The Watchers tells the story of five men who played central roles in the creation of a vast national security apparatus and the rise of surveillance in America. This was presented to the Mayor by Dr. Elaine Arm, President, Executive Women' Council, who promotes social, professional and educational exchange among women members of the University Club of San Diego.
