City Planning Department

Planning Group Recognition and Operations

Projected Completion: 2024

Community Planning Group Reform

In September 2022, the City Council approved changes to Council Policy 600-24 which defines the roles, responsibilities, and standard operating procedures of Community Planning Groups (CPGs). These changes focused on improving transparency, broadening community representation and reflecting CPGs' legal status as independent organizations, consistent with the City Charter.

In 2023, the Planning Department will provide additional information, operational support and resources to assist existing and potential new groups with the application process for City Council recognition. The Department will work with community partners to continuously promote the benefits of serving on a CPG among San Diegans to encourage diverse representation and membership in these groups. Starting in 2024, the Department will present CPG applications to the Land Use & Housing Committee and City Council.  As part of the approval process, the Department will evaluate the applications received for each community planning area for City Council consideration. The Planning Department will also provide ongoing training for Community Planning Groups.
