The PS & LN Committee Meeting overflows with items of interest.  In one meeting, the committee will hear the MOU for joint use facilities in communities, changes to the municipal code and updates on the transition to emergency services with Falck.

Public Safety and Livable Neighborhoods Committee Meeting – September 22, 2021 – 9 a.m.


Eight items fill the agenda of the PS & LN Committee Meeting.  Here’s a brief description of some of the items:


 


Item 1 - Approval of the License Agreement between the City and SDUSD for the Stockton, Penn, and Cabrillo Recreation Centers and the Joint Use Agreements between the City and SDUSD for Alba Community Day School, Dingeman Elementary, Ellen Browning Scripps Elementary and Rosa Parks Elementary


 


Item 2 - Approval of the Joint Use Agreement between the City and SDUSD for Salk Elementary School


 


Item 3 - Approval of the Memorandum of Understanding between the City and San Diego Unified School District for Development and Maintenance of Joint Use Facilities and Amendment of Council Policy 700-35 "Development of the City’s Joint Use Program with School Districts" – The City of San Diego partners with multiple school districts to maximize the shared use of public facilities for recreational purposes.  Joint use facilities are open to the public when school is not in session, and they are closed to the public during the school day.  The action being considered will approve a Memorandum of Understanding between the City of San Diego and San Diego Unified School District for the Development and Maintenance of Joint Use Facilities (MOU) and an amendment of Council Policy 700-35, “Development of the City’s Joint Use Program with School Districts”.


 


Item 4 - Ordinance to Repeal Municipal Code Sections 85.10, 83.0202, 83.0203, and 52.20, relating to traffic, vehicles, and pedestrians – The City Attorney’s Office introduces two Ordinances to repeal parts of the San Diego Municipal Code to prevent unintended arbitrary enforcement and unnecessary constitutional challenges.   The list of laws are listed in the following presentation:  PowerPoint Presentation (sandiego.gov)


 


Item 5 - Proposed revisions to the municipal code related to inspections, applications, renewals, and appeals to police permits – This item amends the San Diego Municipal Code related to the inspection, application, renewal and appeal procedures for police permits issued for police-regulated businesses and occupations.  These amendments will clarify where and when inspections are conducted, the application process, and status of police permits pending regulatory action.  A list of the proposed changes can be found on the presentation.


 


Item 6 - Falck Mobile Health Corp. Transition Status and Update – On June 1, 2021 the City entered into a contract with Falck Mobile Health Corp. (Falck) to provide Emergency Ambulance Service, 9-1-1 Response, Advanced Life Support Transport, and Standby Service. The contract includes a six-month Transition Plan to ensure Falck will be ready to assume all services on November 27, 2021.   The Transition Plan provides contract milestones that must be met by Falck during the six-month transition period.  Milestones in this transition plan include areas such as:


· Staffing


· Equipment


· Vendor contracts


· Licensure and credentialing


· Performance indicator development


· Operational planning


· Training


 


Item 7 - Neighborhood Policing - HOT, SIP, PERT, PLEADS, Diversion Programs Overview – The San Diego Police Department provides an update on the Neighborhood Policing Division.  The structure of the Neighborhood Policing Division centralizes the Homeless Outreach Teams, Neighborhood Policing Teams, and Crime Prevention Teams, along with Investigations under one chain of command with one focused mission, to connect our homeless population with the resources that are available.  This is an informational item.
