Tuesday’s meeting features a variety of development projects including a car wash, UCSD Hillcrest and changes to a commercial area in the Otay Mesa Community Plan.  The meeting will also feature a substantial Housing Authority agenda.

City Council Meeting – October 4, 2021 – 10 a.m.


 


The San Diego City Council convenes at 10 a.m. to discuss the consent agenda, ceremonial proclamations and hear non-agenda public comment.  One informational item and discussion items will be heard at 2 p.m.


Wangenheim


14 items fill the Consent Agenda including a Joint Use Agreement at Wangenheim Middle and Walker Elementary Schools with the Parks and Recreation Department and consideration for annual compensation of the City Clerk.


 


Councilmembers will also address five ceremonial proclamations.  House of Mexico Day celebrates the recent addition of the House of Mexico among the International Cottages at Balboa Park, with its grand opening on October 9, 2021.


 


Others include University City Fire Safe Council Day, Clean Air Day, Theresa Millette Day and Donna M. Stewart Day


 


Councilmembers will hear one informational item:


Item 330 - City of San Diego Affordable Housing Fund Fiscal Year 2021 Annual Report –  This is an informational report for the City Council which covers the period of July 1, 2020 through June 30, 2021.  It will include data on the Affordable Housing Fund’s performance, revenue collections and investments, rents and sales prices of units assisted and other funds leveraged.


 


On to the Discussion Agenda…


housing-commission_logoItem 331 - Approve a Second Amendment to the City's Housing Stability Assistance Program's (HSAP) MOU with the San Diego Housing Commission (SDHC); Authorize the SDHC to Accept and Expend $39.7m in Additional Federal American Rescue Plan Act Funds Allocated by the State for HSAP; and Authorize the Transfer of $5m from CDBG-CV Previously Allocated to HSAP for a Future Eviction Prevention Activity – The proposed actions will seek a Council resolution to approve an amendment to the Memorandum of Understanding between the City of San Diego and the San Diego Housing Commission for the Housing Commission.  The amendment would ultimately authorize over $39.7 million to be transferred to the Housing Commission for the Housing Stability Assistance Program from American Rescue Plan Act Funds.  It would also authorize a $5 million of CARES Act funding to go towards preventing future evictions.


 


Car Wash


Item 332 - Express Car Wash SDP - Project No. 658226 – This project proposes a Site Development Permit to demolish an existing car dealership, including an approximately 800 square-foot building and a parking lot with landscaping, and construct of a new 3,885 square-foot automated car wash with drive isles, 22 vacuum station stalls, and landscaping located at 6270 Miramar Road.


 


Otay ROW


 


Item 333 – Tijuana Cross-Border Amendment – The project seeks amendments to area plans and maps which would vacate three existing public streets and remove them from the Mobility Element of the Otay Mesa Community Plan.  It would also create a new private lot from the vacated streets as private drives with one-way circulation and move allowable Retail Sales and Commercial Services uses to different areas on 2745 Otay Pacific Drive within the Otay Mesa Community Plan area.


 


 


 


UCSD Hillcrest


Item 334 - UCSD Hillcrest Community Plan Amendment and Street Vacation - Project No. 651975 – This project would approve an amendment to the Uptown Community Plan with a Right-of-Way Vacation of public streets near the UCSD medical complex in Hillcrest.  It is part of a plan to redevelop the area to modernize the medical complex and move vehicular traffic from the area.


 


 


Housing Authority Agenda


Item 1 - Approval of an Amendment to the Memorandum of Understanding between the City of San Diego and the San Diego Housing Commission for Oversight and Administration of the City of San Diego’s COVID-19 Housing Stability Assistance Program; Authorization for the San Diego Housing Commission to Accept and Expend Additional Federal American Rescue Plan Act Funds Allocated by the State of California to Support the Program; Approval to Reallocate Funds to Support an Eviction Prevention and Education Program; and Approval of Related Actions – (Same as Item 331 above)


 


Item 2 - Final Note and Bond Authorization for Aquila Apartments (Formerly 3Roots) – This item authorizes the issuance of tax-exempt Housing Authority of the City of San Diego Multifamily Housing Revenue Note and Bonds, in the aggregate amount not to exceed $40,000,000.   It also would approve a taxable Housing Authority of the City of San Diego Multifamily Housing Revenue Note in an amount not to exceed $30,000,000, to fund 3Roots CIC L.P.’s construction of Aquila Apartments.  Aquila Apartments is a new affordable rental housing development to be located at 9900 Camino Santa Fe, San Diego, in the Mira Mesa neighborhood, which will consist of 180 units.


 


Item 3 - Approval of a Memorandum of Understanding between the San Diego Housing Commission, Housing Authority of the City of San Diego, and the California Housing Finance Agency to Participate in a Tax-Exempt Bond Recycling Program – Tax-exempt Multifamily Housing Revenue Bonds are an essential resource in creating and preserving affordable housing.  Using these bonds, affordable housing developers can obtain below-market financing because the interest income from the bonds is exempt from state and federal taxes.


But Federal law limits how much of these bonds a state can issue in a calendar year.  Recycled bonds allow the reuse of bonds that would otherwise be retired after completion of construction. CalHFA has a large capital investment from Apple and is using a portion of that multimillion-dollar investment to purchase and reissue the recycled bonds. 


 


HCDItem 4 – Applications for State of California CalHome Program Funds - This item seeks to revise the previously approved Housing Authority Resolution (HA-1882).  The changes would allow the San Diego Housing Commission to submit an application to the California Department of Housing and Community Development for up to $5 million in funding from the CalHome General Program.  These funds would support of the First-Time Homebuyer Program, to comply with the State of California Department of Housing and Community Development’s request to change the resolution.  It would also make changes to specifically name the Housing Commission’s Richard Gentry in the resolution.


 


Item 5 - San Diego Housing Commission Semi-Annual Grant Report January 1, 2021 through June 30, 2021 - This report includes information on competitive grants, non-competitive grants and direct allocations to the Housing Commission, and pass-through funds from the City of San Diego.
