Council Committee Meetings overflow with items this week.  The PS & LN Committee gets an update from Falck Mobile Health on their transition into providing emergency services.  The ED & IR Committee hears a regional transportation plan from SANDAG.  Meanwhile, the Environment Committee considers several items regarding Pure Water project funding.

Public Safety and Livable Neighborhoods Committee Meeting – October 20, 2021 – 9 a.m.

Three items fill the PS & LN Committee Meeting Agenda.

Item 1 – Police Department Aircraft Maintenance and Administrative Support Contract with Rotorcraft Support Inc

Item 2 – Fiscal Year 2021 Urban Area Security Initiative Grant Program - The City of San Diego has been identified by the U.S. Department of Homeland Security as the San Diego Urban Area (SDUA) "core city" for the federal FY 2021 Urban Area Security Initiative, an element of the FY 2021 Homeland Security Grant Program.  As the core city, the City of San Diego will be the grantee and administrator of the UASI grant program for the entire SDUA. The program addresses the unique planning, organization, equipment, training, and exercise needs of high-threat, high-density Urban Areas, and assists them in building enhanced and sustainable capacities to prevent, protect against, mitigate, respond to, and recover from acts of terrorism.

Item 3 – Falck Mobile Health Corp. Transition Status and Update - On June 1, 2021 the City entered into a contract with Falck Mobile Health Corp. to provide Emergency Ambulance Service, 9-1-1 Response, Advanced Life Support Transport, and Standby Service.  The contract includes a six-month Transition Plan to ensure Falck will be ready to assume all services on November 27, 2021. This report is the second update to the Public Safety and Livable Neighborhoods Committee regarding the status of the transition.

Economic Development and Intergovernmental Relations Committee Meeting – October 20, 2021 – 2 p.m.

The ED & IR Committee Meeting chaired by Councilmember Raul Campillo lists seven items Agenda.

Item 1 – 2021-2022 State and Federal Legislative Platform

Item 2 – Amendment to Exclusive Negotiation Agreement with the Padres Development Team for the East Village Quarter (Tailgate Park) – The proposed Amendment to the Exclusive Negotiation Agreement between the City and Tailgate Development, LLC, will extend the period of negotiations to January 31, 2022.  The extension is requested due to delays in site investigations while the site was used as a COVID19 vaccine clinic super site.  The item will also provide for continued negotiations for the disposition, acquisition and development of the City-owned East Village Quarter, known as Tailgate Park located between 12th and Imperial avenues, and K and 14th streets in the East Village neighborhood of Downtown San Diego consisting of approximately 5.25 net acres.

Item 3 – SANDAG’s San Diego Forward: The Regional Transportation Plan - Every four years, SANDAG prepares and updates a Regional Plan in collaboration with the 18 cities and County of San Diego along with regional, state, and federal partners. The Plan answers questions like: What do we want our region to look like in 2050 and beyond? Where will we live? How will we get around? How can we grow in a way that fuels our economy, preserves our environment, takes everyone's needs into account, and still maintains our quality of life? San Diego Forward: The 2021 Regional Plan tackles these questions and provides a blueprint for a sustainable future for the San Diego region.

Environment Committee Meeting – October 21, 2021 – 9 a.m.

Councilmember Sean Elo-Rivera chairs the Environment Committee Meeting with 10 items on the Agenda.

Item 1 – Authorization to execute a contract with Hawthorne Machinery Co. for as-needed repairs and technical services to engines and generators operated by Public Utilities Department

Item 2 – Award of Service Agreement with Stearns, Conrad & Schmidt, Consulting Engineers, Inc. for Miramar Landfill Gas System Operation and Maintenance

Item 3 – Pure Water Program – Amendment No. 3 to the Agreement with AECOM Technical Services, Inc. for Design Engineering Services for the Design of Morena Pump Station and Conveyance System Project (H166635) - This item would amend the agreement with AECOM Technical Services, Inc., for the Design of Morena Pump Station, Morena Conveyance North, Morena Conveyance South, and Morena Conveyance Middle projects for a total not to exceed amount of $5,801,751, thus increasing the total amount of the agreement to $21,677,006, which will be utilized for construction support services. This action will also extend the contract term for an additional 5 years.

Item 4 – Pure Water Program – Amendment No. 2 to the Agreement with CH2M Hill Engineers, Inc. for Design Engineering Services for the North City Water Reclamation Plant Expansion and Influent Conveyance Project (H166722) - This action is for the approval of Amendment No. 2 to the agreement with CH2M Hill Engineers, Inc. for the Design of North City Water Reclamation Plant Expansion and Influent Conveyance project for a total not to exceed amount of $7,298,826, thus increasing the total amount of the agreement to $26,997,578 which will be utilized for construction support services. This action will also extend the contract term for an additional 5 years.

Item 5 – Capital Improvement Program Budget – Pure Water Phase 1, Pure Water Phase 2, Alvarado Laboratory, and North/South Metro Interceptors - The proposed actions update and supplement City Council Resolution Number R-312062, passed November 20, 2018, to authorize the Mayor to execute construction contracts, open a new annual allocation for the Pure Water Phase 2 projects, execute construction change orders up to $2,000,000, transfer appropriations between projects, and fund two new capital improvement projects.

Item 6 – Execute Agreement for the Integrated Regional Water Management Grant Program Proposition 1 Round 1 Project 3 Pure Water North City Pure Water Facility Influent Pump Station

Item 7 – Adoption of the San Pasqual Valley Groundwater Basin Groundwater Sustainability Plan – In 2017, the City Council approved a Memorandum of Understanding between the City and the County of San Diego to create an agency for the development of the Groundwater Sustainability Plan (GSP).  Subsequently, City Council approved a Cost Sharing Agreement between the City and the County to pay for the development of the GSP, which is required to be adopted by City Council and the San Diego County Board of Supervisors prior to submitting to the CA Department of Water Resources.

Item 8 – First Amendment to the Agreement with Woodard & Curran for the Development of the San Pasqual Valley Groundwater Sustainability Plan, Contract No. H187030A
