The Planning Department presents the long-awaited draft Barrio Logan Community Plan Update to the LU & H committee.  The committee will also hear 35 proposed updates to the municipal code and local coastal program.  Budget and Government Efficiency Committee is adjourned.

Land Use and Housing Committee Meeting – November 3, 2021 – 2 p.m.


Six items comprise the LU & H Meeting Agenda chaired by Council President Pro Tem Stephen Whitburn.

Barrio LoganItem 1 – Barrio Logan Community Plan Update – This item requests approve of the updated Barrio Logan Community Plan and associated General Plan amendment, Municipal Code Amendments and Local Coastal Program Amendment, and certification of an Addendum to the 2013 Final Environmental Impact Report. The draft Barrio Logan Community Plan provides a comprehensive policy framework for growth and development over the next 20 to 30 years.


 


 


Item 2 – 2021 Update to the San Diego Municipal Code and Local Coastal Program - The Land Development Code provides the City's regulations for the development and use of property within the City of San Diego and provides information on zoning, subdivisions, grading and other related land use activities.  The 2021 Code Update includes 35 issue items. The amendments are being processed to: streamline and clarify the permit process; clarify regulations; correct references, grammatical errors and formatting; and comply with state law.


 


 


Orchard AptsItem 3 – Fifty (50) Year Percentage Ground Lease with ST Associates, LLC, commonly known as Orchard I Apartments


Item 4 – Fifty (50) Year Percentage Ground Lease with Orchard II Associates, commonly known as Orchard II Apartments  


Item 5 – Fifty (50) Year Amended and Restated Lease Agreement with Alexander Court Trust, commonly known as Cedar Shores Apartments  


These items would renew the leases for three apartment complexes in the Midway Area which are dedicated to seniors with some offered as affordable housing.


 


 


Homeless


Item 6 – State of California Homeless Housing, Assistance, and Prevention Round 3 (HHAP-3) Grant – This item would authorize the Chief Financial Officer to accept an amount not to exceed $5,496,187.84 of the initial twenty percent of State of California Homeless Housing, Assistance, and Prevention Round 3 grant funds and allocate them accordingly.
