Budget and Government Efficiency Committee Meeting Agenda
Item 1 - Proposed Cannabis Business Division Operations Fee – This item seeks approval of a resolution to adopt a fee structure for regulated cannabis businesses operating in the City of San Diego. In order to cover costs for the Cannabis Business Division to administer the City’s cannabis program, the Development Services Department recommends adopting a Annual Cannabis Operating Permit fee to fully recover costs without general fund subsidy.
Item 2 - Fiscal Year 2022 First Quarter Budget Monitoring Report – The purpose of the Fiscal Year 2022 First Quarter Budget Monitoring Report is to provide the City Council and the public with a first look at the new fiscal year. The First Quarter Report is developed using three months of actual activity for Fiscal Year 2022, and as a result of the limited data available for this report, focuses on General Fund revenues.
Item 3 - Fiscal Year 2023-2027 Five-Year Financial Outlook - The City of San Diego Fiscal Year 2023-2027 Five-year Financial Outlook is a long-range fiscal planning guide and serves as the framework for the development of the FY 2023 Adopted Budget for the General Fund. The purpose of the report is to address and prioritize the City’s long-range needs as forecasted.
Item 4 - Public Utilities Fiscal Year 2023-2027 Five-Year Financial Outlook - The Public Utilities Department FY 2023-2027 Five-Year Financial Outlook is provided to guide long-range planning, informs the financial plan for a cost of service study and serve as the framework for the development of the FY 2023 Proposed Budget for the Water and Sewer Revenue Funds.
