The Council will consider reform to the City’s parking policy which includes eliminating minimum parking requirements for non-residential uses if areas are close to transit.  Councilmembers will also consider the appeal of the environmental determination for a beach construction project.

The Consent Agenda contains 13 items including legal settlements, declaring continued State of Emergency and appointments to the Youth Commission and Ethics Commission.  It also includes proposed authorization of occupancy payments for properties at 1200 Third Avenue and 201 A Street.

Organizations and individuals will be recognized with six ceremonial proclamations

• National STEM Day celebrates education and training in science, technology, engineering and mathematics.

• Young Black & N’ Business Day recognizes the organization that continues to work toward providing entrepreneurs high value exposure, opportunities to expand their professional network, and help them expand into legacy industries. 

• America Recycles Day highlights the importance of recycling and promotes this practice in our communities to help our local environment and economies

• Robert A. Heinlein Blood Drive for Comic Con Day encourages everyone to visit the blood drive which returns for its 45th year on November 26 – November 28, 2021.

• Raymond G. Ellis Day honors a District One resident who has a passion for community engagement and a long history of serving the City of San Diego.

• Runaway and Homeless Youth Prevention Month raises awareness of the tragedy of youth homelessness.

Item 330 - Appeal of the Environmental Determination for Windansea Barrier - Project No. 666879 – This item seeks an appeal of the Environmental Exemption for a proposed Site Development Permit and Coastal Development Permit to install public improvements along the west side of Neptune Place between Westbourne Street and Palomar Avenue.  Improvements include continuation of post and barriers, benches, and construction of a belvedere (gazebo) at the southern end of the work.

Item 331 - Parking Policy Reform Citywide Including Amendments for Non-Residential Uses in Transit Priority Areas and Neighborhood Commercial Zones Citywide and Other Amendments to Parking Regulations – The Mobility Department is proposing a Municipal Code amendment that includes eliminating minimum parking requirements for a majority of non-residential land uses within transit priority areas, as well as neighborhood serving commercial land uses citywide.  This would align the City’s parking policies with its climate and long-range mobility goals.  The reform seeks to help reduce reliance on vehicles and vehicle generated greenhouse gas emissions and traffic congestion.  It also seeks to help streamline the non-residential development process by removing parking requirements and giving business operators, employers and developers flexibility to choose how much parking is needed for their customers and employees.  This item was heard at the Active Transportation and Infrastructure Committee meeting on June 16, 2021 and passed by a 3-1 vote.

On to the Housing Authority Agenda.

Item 1 - Comparative Analysis of Housing Authority Structures in California - This informational item responds to a request from Councilmember Cate and Elo-Rivera for a report identifying and reviewing the various housing authority models used by other jurisdictions in California.

Item 2 - Application for State of California CalHome Program Funds (Citywide) - This Item would approve the submission of an application to the California Department of Housing and Community Development for up to $5 million in CalHome Program funds and authorize the San Diego Housing Commission to execute all needed actions.
