It’s the first Council Meeting after the Summer Solstice. In the seasonal spirit, Councilmembers will discuss hot topics such as road maintenance funding, housing and homelessness grants and debt financing (short and long-term).

City Council Meeting – June 22, 2021
Councilmembers will address the Closed Session Agenda after public comment at 9 a.m. The Open Session will begin at approximately 11 a.m. The agenda lists eleven items on consent. They include Declaring a Continued State of Local Emergency Regarding the COVID-19 Virus and a Continued State of Emergency Regarding Raw Sewage, Solid Waste and Sediment Coming from Tijuana, Mexico.
Councilmembers will consider four ceremonial proclamations including Geralyn Murray Day and Sara Steinhoffer Day. Also included is a proclamation celebrating a local Academy Award Nominee with Andra Day Month. A proclamation for Gun Violence Awareness Month points out the alarming rise in ghost guns and gun violence.

Master Lease Agreement to Finance Vehicles and Equipment – Item 330 - The City’s Equipment and Vehicle Financing Program is one of the short-term financing mechanisms available to fund as-needed eligible essential equipment and fleet. City Staff are seeking authorization to finance certain General Fund vehicle and equipment needs up to $30 million using this program.
Homeless Housing, Assistance and Prevention Round 2 (HHAP-2) State of California Grant - Item 331 – HHAP-2 is a $300 million block grant available for large cities, counties, and Continuums of Care throughout California and is intended to support local jurisdictions in their unified regional response to reduce and end homelessness. The State has awarded the City a total of $10,632,506.00 in HHAP-2 funding, which is expected to be received in the upcoming weeks. The item would authorize the Mayor to take all necessary action to administer, monitor, and manage the HHAP-2 grant agreement,
Biennial Update of the City Debt Policy – Item 332 – The City’s Debt Policy was first adopted in 2007 to guide the City in its financial decision making and to provide strong debt management practices by establishing key guidelines and targets. The City Debt Policy is reviewed every two years and recommended updates are presented to the City Council.
Approve Project List to be Funded by FY 2022 Road Maintenance and Rehabilitation Account (RMRA) Funds – Item 333 – This item authorizes and approves the list of projects found on the FY 2022 Road Maintenance and Rehabilitation Account Project. The Road Repair and Accountability Act of 2017, which established the Road Maintenance and Rehabilitation Account (RMRA), was signed into law by the Governor on April 28, 2017 to address basic road maintenance, rehabilitation, and critical safety needs on both the state highway and local streets and road systems.
