Councilmembers will decide on whether the City will enter an agreement with a gunshot detection company.   They will also consider an agreement to build the Valencia Business Park and whether to modify Petco Park to allow for the Holiday Bowl.  This week's Housing Authority Agenda will discuss increased funding for homeless outreach and the Housing Stability Assistance Program.

San Diego City Council Meeting – July 27, 2021

Councilmembers will address items on the Closed Session agenda shortly after 9 a.m.   At approximately 11am, the Councilmembers will address the Open Session Agenda.   Six items reside on the Consent Agenda including consulting agreements and a licensing agreement with toy company Mattel, Inc. 

One item requests an honorary street naming at the intersection of Convoy St. and Aero Dr. recognizing Deegan and Stephen Lew.  The brothers were integral parts of the Asian Pacific Islander community in San Diego.

Councilmembers will hear two ceremonial proclamations.  One proclaims Kathleen Harmon Days to honor a woman who founded the San Diego Peace Coalition which is dedicated to serving families who have lost loved ones to violence.  The other honors Bay Terraces Community and Senior Center Opening Day. 

On to the Discussion Agenda…

Item 330 - Authorization to Enter into a Compensation Agreement with Affected Taxing Entities and a Disposition and Development Agreement with SDEEC LLC, for the San Diego Energy Equity Campus at the Valencia Business Park (5515-5565 Stevens Way) and Related Funding Actions - The Property is located at Imperial Avenue and Stevens Way, and within one-half mile of both the Euclid Avenue Trolley Station and the Encanto 62nd Street Trolley Station.  The agreement is the outcome of the City’s July 2020 competitive Request for Proposals (RFP) process to identify a highly-qualified development team and meet the City’s goals to maximize the financial return to the City and meet goals which include opportunities for local employment and businesses and create at least 72 new permanent jobs  with 51% held by or available to low and moderate income (LMI) City residents.

Item 332 - Amendments to the Memorandum of Understanding (MOU) and Joint Use and Management Agreement (JUMA) with the Padres to Remove Restriction on Football at the Ballpark Property –  This item proposes amendments to the Memorandum of Understanding between the City of San Diego and Padres L.P.  This modification would allow the SDCCU Holiday Bowl to be held at Petco Park. ”  The Mayor’s Office report states that the Council may take action to make these amendments provided that the amendments are in the best interest of the City, the Agency, and CCDC, and do not materially decrease the rights or increase the obligations of the City, materially increase the financial commitments of the City, or materially decrease revenue to the City.

Item 333 - Authorization to Enter into an Agreement with ShotSpotter, Inc. (SST, Inc.) for a License to Use the ShotSpotter Respond Gunshot Detection, Location, and Forensic Analysis Service Software – This item would authorize the Mayor to enter into agreement with ShotSpotter, Inc.  The company’s software uses acoustic sensing technology to identify gunshot and other explosive events.  The City of San Diego seeks to enter into a sole source agreement with SST, Inc. in a total amount not to exceed $1,146,107.05, on a month-to-month term through June 30, 2022 and an option to extend for four additional one-year periods.

On the Housing Authority Agenda...

Item 1 - Approval of an Amendment to the Memorandum of Understanding (MOU) between the City of San Diego and the San Diego Housing Commission for Oversight and Administration of the City's COVID-19 Housing Stability Assistance Program (HSAP); and Authorize the San Diego Housing Commission to Accept and Expend Federal and State American Rescue Plan Act and Coronavirus Relief funds to Support the HSAP -  On February 22, 2021, the City and Housing authorized the City of San Diego COVID-19 Housing Stability Assistance Program which the Housing Commission administers.  The HSAP provides rental assistance and/or utility assistance to households with low income experiencing financial hardship due to the ongoing COVID-19 pandemic.  The amendment would authorize the Housing Commission to continue to oversee and administer the City’s COVID-19 HSAP with additional funding of approximately $5.6M in federal funds allocated by the State of California and new funding of approximately $55M from the American Rescue Plan Act.

Item 2 - Approval of an Amendment to the Fiscal Year 2022 Operating Agreement with People Assisting The Homeless (PATH) for the City of San Diego Coordinated Street Outreach Program – This item would amend the agreement with PATH to incorporate an additional $1 million funded through an allocation rom the City of San Diego Homeless Strategies Department General Fund to the San Diego Housing Commission.  The City of San Diego initially made available $1,500,000 from the Homeless Strategies Department – HHAP for operations. This action will increase the Fiscal Year 2022 operating agreement budget by $1,000,000 from the City General Fund.
