Councilmembers will consider budget items related to Maintenance Assessment Districts and Property and Business Improvement Districts.  The Council will also convene as the Housing Authority and decide on initial funding for an affordable housing project.

San Diego City Council Meeting – July 13, 2021

Councilmembers will address the Closed Session Agenda shortly after 9 a.m.  They will meet on the Open Session Agenda at approximately 11 a.m.  The docket lists 11 items on the Consent Agenda which include second readings of previously discussed items and the Honorary Street Naming of Mrs. Elizabeth ‘Betty’ Cuen at the intersection of Hollister Street and Monument Road in Council District Eight.

One ceremonial proclamation makes the agenda this week recognizing San Diego Padres player Fernando Tatis Jr. Starting All-Star Day.  The Padre shortstop is the first player from the organization to be voted a starter in the MLB All-Star game since Tony Gwynn in 1999.

Item 331 - Fiscal Year 2022 Maintenance Assessment Districts Annual Reports for Economic Development Department –

Item 333 - Fiscal Year 2022 Annual Reports for Parks and Recreation Department Maintenance Assessment Districts -

These two items will be presented together.  The City of San Diego Maintenance Assessment District Ordinance requires that the City Council approve an annual report for each respective MAD for each fiscal year, for which assessments are to be levied and collected to pay the costs of the improvements and activities described in the Engineer's report.  Both items seek Council approval of annual reports which contain updates to the assessment rolls due to parcel changes and reflect the Fiscal Year 2022 Budget for each district.

Item 332 - Fiscal Year 2022 Property and Business Improvement Districts - The State of California Property and Business Improvement District Law of 1994 requires that the City Council annually approve an annual reports for the Property and Business Improvement Districts for each fiscal year, for which assessments are to be levied and collected to pay the costs of the improvements and activities described in the reports. Currently there are only two PBIDs within the City of San Diego, Downtown and North Park Property and Improvement Districts.

Item 330 - Second Amendment to the Cooperative Procurement Contract between the City of San Diego and Rehrig Pacific Company for Waste Carts, Recycling Carts, Cart Parts, Bins, and Related Products and Services to Increase the Expenditure Authority, Extend the Contract for Five Years, and Modify Pricing and Services – This item seeks a five-year extension for the contract between the City and Rehrig Pacific Company for related carts and parts.  The increase is also needed to provide residents with green containers and kitchen pails to comply with California law requiring recycling of food waste in green bins.

Item S502 - Community Facilities District No. 2 (Santaluz) Improvement Area No. 1 Special Tax Refunding Bonds, Series 2021- This item seeks the Council’s authorization to issue bonds which will refund similar bonds issues 10 years ago.  The purpose of the bond issue is to achieve debt service savings.

On the Housing Authority Agenda:

HA-1 - Exclusive Negotiating Agreement and Predevelopment Loan for Predevelopment Analysis for Property at Southeast Corner of Famosa and Nimitz Boulevards - The Housing Authority owns the approximately 5.61 acres of real property on the southeast corner of Famosa and Nimitz Boulevards.  This item would authorize the San Diego Housing Commission to enter into an agreement with Bridge Housing Corporation, which will include a predevelopment loan amount of $910,000.00 to be used for predevelopment activities.  The funds would be used to design and determine the feasibility of building at least 78 affordable housing units on the property.
