City Council

The People's Business - January 7, 2022

Happy New Year!  We hope you had a wonderful holiday and are ready to jump back into legislative action!  Monday’s City Council features three informational items including an update on implementation of the Parks Master Plan and how funding from President Biden’s $1.2 trillion infrastructure funding law will be used in San Diego.

From the Office of Council President Sean Elo-Rivera Elo-Rivera

City Council Meeting – January 10, 2022 – 2 p.m.

ParksItem 200 - Parks for All of Us – Parks Master Plan Implementation Framework - To address the inequities in the City’s park system, the City Council adopted the Parks for All of Us initiative on August 3, 2021.  The City Council motion to adopt the Parks for All of Us initiative included a request for a presentation on the timing for the Parks for All of Us implementation items. This staff report describes the progress that the Planning and Parks and Recreation Departments have jointly made to date and outlines planned and needed future steps to achieve the Parks for All of Us vision.

Item 201 – Hotline Investigation of Board-Up Services - The Office of the City Auditor (OCA) received a Fraud Hotline report alleging fraud by a vendor that the San Diego Police Department called to board-up and secure a broken window at a business after a burglary.  The OCA’s investigation found that the City lacks policies and procedures concerning the use of an outside vendor for this type of service.  They also found that the vendor is used exclusively by SDPD to secure premises even though the City has no contract with the vendor.  The OCA makes three recommendations to address the issues identified.

Street PavingItem 202 - Informational Presentation Regarding the Federal Infrastructure Investment and Jobs Act -  On November 15th, President Joe Biden signed the Infrastructure Investment and Jobs Act into law. The law allocates $1.2 trillion in total funding over ten years.  This presentation will provide information on the law’s implementation, Citywide and regional coordination being conducted by City staff, and will highlight key funding opportunities.
