Tuesday’s Council Meeting includes proclamations celebrating the Lunar New Year. Councilmembers will also consider a change to the Land Development Code, potentially removing Footnote 7 from the Encanto Neighborhoods and Southeastern San Diego Community Plan.

13 fill items are on the Consent Agenda. They include appointments to the Municipal Golf Committee, Mission Bay Park Committee, Small Business Advisory Board and more.
Proclamations
Item 30 – Year of the Snake
This item celebrates the Year of the Snake, which is the animal in the Chinese zodiac representing the coming year. Celebrations in San Diego will be held by the Chinese Consolidated Benevolent Association, House of China and the Vietnamese American Youth Alliance, among others.
Item 31 – San Diego Lunar New Year Week
This item celebrates the Lunar New Year observed by billions of people around the world in a celebration for over two weeks.
Item 32 – Officer David Surwilo Day
This item honors a San Diego Police Officer who is retiring after 24 years of dedicated service to the people of San Diego.
Item 33 – La Jolla Symphony & Chorus 70th Anniversary Day
This proclamation celebrates the 70th Anniversary of a music ensemble of volunteers who bring exceptional music to the community and promote the cultural and artistic growth of San Diego.
Item S500 – European Cake Gallery 50th Anniversary Day
This item honors European Cake Gallery which has served the Point Loma community with tasty treats for 50 years.
Item S501 – Women of Color Roar Day
This item recognizes the organization that aims to celebrate African American elected officials and encourages young women to enter government and pursue future careers in public service.
Adoption Agenda — to be heard at the 10 a.m. session
Item S502 - Creation of Underground Utility Districts for North Clairemont (6L), Jamacha-Lomita (4X and 4X1), Barrio Logan (8H) and Kensington (3CC1) and the Adoption of Final Mitigated Negative Declaration (Project No. 594590)
This Council action will create new underground utility districts in accordance with the San Diego Municipal Code, Undergrounding Utilities Procedural Ordinance. It would also adopt the Final Mitigated Negative Declaration for the Group 160621 Underground Utilities Districts (Project No. 594590). The Resolution will authorize undergrounding of all overhead utilities within the newly created districts.

Item 330 – 690 Rosecrans Street – Project Number PRJ-1065372
This project proposes a Coastal Development Permit and a Public Right-of-Way Vacation of an unimproved 0.109-acre unformed legal street. The proposed development would also demolish an existing 1,450-square-foot single dwelling unit, including portions of a 443-sf existing lower level and a 406-sf existing garage, for a total of 2,299-sf to be removed.
It would also will include a new, two-story, 3,160 sf single dwelling unit, with a new 1,811 sf garage including a new 978 sf accessory dwelling unit above the garage.
Item 331 – San Diego Municipal Code Amendment to Section 131.0431 Development Regulations Table 131-04D Related to RS-1-2 Zones in the Encanto Neighborhoods and Southeastern San Diego Community Planning Areas; Process 5
Footnote 7, introduced in the 12th Code Update (Phase 2) and amended by the 2021 Land Development Code Update, applies to RS-1-2 zones in the Encanto Neighborhoods and Southeastern San Diego Community Plan areas.
However, the Southeastern San Diego Community Plan has no RS-1-2 zones, making footnote 7 relevant only to the Encanto Neighborhoods Community Plan area. Footnote 7 reduced the minimum lot size from 20,000 square feet to 5,000 square feet to facilitate and match the densities designated in the Encanto Neighborhoods Community Plan and applied the RS-1-7 regulation to subdivisions.
The item would repeal footnote 7 and restore the 20,000 square feet minimum lot size for RS-1-2 zones in the Encanto Neighborhoods Community Plan area, ensuring consistent application of development regulations Citywide.
