Three action-packed committee meetings will provide legislative excitement for the shortened week. The Budget Committee discusses proposed adjustments to user fees and Parks and Recreation fees. The Rules committee will hear information about the direct docketing process. Meanwhile, the Environment Committee will consider a memorandum of understanding with SDG&E for undergrounding of existing facilities.

Item 3 - Fiscal Year 2023 Comprehensive User Fee Analysis – Per the City Council Policy 100-05, the City performs a comprehensive user fee study every three to five years. The purpose of the study is to identify the cost of service for activities that charge user fees and to develop target cost recovery rates that could bring existing fees in-line with full or partial cost recovery. The item proposes additions and adjustments to the department’s user fees for the purpose of recovering cost incurred by the City of San Diego in providing goods and services.
Item 4 - Fiscal Year 2023 Parks and Recreation User Fee Revision – In January 2021, a Parks and Recreation Fee Committee completed a review of all fees and provided recommendations for changes to the Fee Schedule. These recommendations also include an 10.8% increase for most fees. These increases represent Consumer Price Index (CPI) increases between 2015 – 2019.

Item 1 – Discussion of the 2022 – Rules Committee Priorities – On December 21, 2021, Committee Chair Elo-Rivera issued a memo requesting input on the 2022 committee priorities to members of the Rules Committee. The 2022 Rules Committee priorities incorporate feedback received from Committee Members and will be discussed in a public meeting. The Chair will then provide a work plan for the Committee’s work throughout the year.
Item 2 - Informational Item Regarding the Direct Docketing Process and Request for Input - This presentation will provide an overview of the process for direct docketing an item at the San Diego City Council. In the spirit of collaboration and transparency, the Council President seeks to revise the direct docketing requirements for the San Diego City Council meetings with input from the Rule’s Committee members and the public. This provides the Rule’s Committee members and the public an opportunity to engage with that process.

Item 1 - Environment Committee Priorities and Input for 2022 Work Plan
Item 2 - Municipal Code §63.20.12 Amendment for Proposed Adjustment to Leashed Dog Access at Mission Bay Park and for compliance with the California Disabled Persons Act and City Administrative Regulation 96.20 - The Parks and Recreation Department is seeking authorization to change hours that leashed dogs are prohibited at Mission Bay Park. In addition, the Department is seeking approval on updates to Municipal Code (SDMC) §63.20.12 that would make ordinance language consistent and clearer for the public, and compliant with the California Disabled Persons Act and City of San Diego Administrative Regulation (A.R.) 96.20.
Item 3 - Fourth Amendment to the Agreement with Dr. David Victor for Energy Market Expert Review Services Regarding the San Vicente Hydroelectric Pumped Storage Project
Item 4 – Undergrounding Memorandum of Understanding with SDG&E - The Transportation Department, in coordination with the Sustainability and Mobility Department, has concluded negotiations with SDG&E and presents to Council for adoption a draft of a new Undergrounding MOU which meets the requirements of the Electrical Franchise Agreement. The agreement pertains to performing the underground conversion of existing overhead facilities.
Item 5 - Status of the Utilities Undergrounding Program – This item presents the first semi-annual report for FY2022 regarding the status of the Utilities Undergrounding Program. This is an informational Item
