Item 1 – Approval of Committee Minutes
Item 2 - Authorization to enter into the Second Amendment to the Agreement with Mallory Safety and Supply LLC for safety equipment, personal protective equipment (PPE) and safety supplies
On March 24, 2023, the City of San Diego amended the contract to increase the not to exceed amount by 3,000,000 to the current not-to-exceed amount of $6,000,000. The Police Department seeks to amend the contract with Mallory to increase the not-to-exceed amount by $5,305,161.47 for a total not-to[1]exceed amount of $11,305,161.47.

Item 3 - Approve a Contract with Concentra Health Services, Inc. for Wellness Services for the San Diego Fire Rescue Department
The City of San Diego seeks to approve a comprehensive physical wellness program for the employees of the Fire-Rescue Department. This action would authorize the City to enter into a three-year agreement with two optional one-year extensions between the City and Concentra Health Services, Inc in an amount not to exceed $12,069,945.
Item 4 - Discussion of Potential Amendments to SDMC Article 6, Division 11 Commission on Police Practices
In recent weeks, the Community Police Commission (CPP) has encountered significant operational challenges, marked by the resignations of key leadership personnel, including the Executive Director, Outside Legal Counsel, CPP Chair, Vice Chair, and multiple commissioners.
These departures have raised critical concerns regarding the Commission’s governance, structural integrity, and ability to fulfill its advisory role effectively.
As the governing body responsible for overseeing the CPP, the City Council has a duty to ensure that the Commission is equipped with the necessary resources, support, and structural foundation to operate effectively.
To this end, the February 12th meeting will serve as an opportunity to initiate a thoughtful and collaborative discussion on the current state of the CPP. Both the former Executive Director and the Outside Legal Counsel noted in their exit memorandums that the existing structure of the CPP may hinder the CPP’s ability to efficiently and effectively fulfill its duties.

Item 1 – Approval of Committee Minutes
Item 2 - Authorize an Agreement with Allied Waste Systems, Inc. dba Republic Services for Trash and Recycling Collection Services at City Facilities
This item requests the authorization of a new Agreement for the collection of trash, recycling, green waste and mixed organics at City facilities between the City of San Diego and Republic Services for a period of five years, in an amount not to exceed $14,500,000.00, under the terms and conditions set forth in the Agreement. The existing agreement expires March 18, 2025 and this Agreement, upon being approved, will go into effect March 19, 2025.
Item 3 - Award of Hawthorne Machinery Contract for the Lease and Maintenance of Heavy Duty Equipment for the Miramar Landfill
The Environmental Services Department is requesting to award an agreement with Hawthorne Machinery Company for lease and maintenance of heavy duty landfill equipment. The total five-year contract value shall not exceed $9,390,760
Item 4 - Potable Water Emergency Interconnection Agreement with the City of Poway
This item would approve a 20-year interagency agreement between the City of San Diego and the City of Poway to provide two potable water emergency connections to the City of Poway.
The City of Poway is requesting these emergency connections due to a settlement agreement with the California State Water Resources Control Board Division of Drinking Water. These two potable water emergency connections will improve redundancy for the City of Poway’s drinking water system.
The City of San Diego’s drinking water system is the only system adjacent to City of Poway that can provide this type of connection. These connections are only meant to supply water from the City of San Diego’s drinking water system to the City of Poway’s drinking water system in emergency situations.

Item 5 – Proposed Ordinance to Protect Customers from Unfair Costs and Fees for City-provided Utility Services
In addition to other utilities, like water and wastewater, the City may soon implement cost recovery for waste management services related to the passage of Measure B.
Considering the impending cost recovery for waste management services, as well as the ongoing cost of living crisis, this item proposes to direct the Council District 9 office to draft an ordinance that protects customers and tenants by prohibiting property owners from charging tenants more for City-provided utility services than what the City charges the property.
This item would direct the Council District 9 office to work with the City Attorney’s Office, the Independent Budget Analyst, and City staff to draft an ordinance that protects customers and tenants by prohibiting property owners from charging tenants more for City-provided utility services than what the City charges the property.
Item 6 - Authorization to set a public hearing date pursuant to Proposition 218 to consider adoption of a new solid waste management fee, adopt procedures for submitting and tabulating protests in connection with Proposition 218 hearing, and set hearing date to consider report of proposed fees to be collected on the tax roll for the forthcoming fiscal year, if solid waste management fee is adopted
This item requests authorization to set a public hearing date pursuant to Proposition 218 to consider a proposed fee for City-provided solid waste management services and to adopt procedures for submitting and tabulating protests in connection with the Proposition 218 hearing.
Authorization is also being requested to set a hearing date to consider a City report describing each parcel that will be receiving services, and the amount to be charged and collected on the tax roll for each parcel for the forthcoming fiscal year, should a Solid Waste Management Fee be adopted.
The City is requesting that both hearings be held during the regularly scheduled City Council meeting on or around June 10, 2025.
Item 7 - Revised Energy Cooperation Agreement with SDG&E
In accordance with the Energy Cooperation Agreement between the City of San Diego and San Diego Gas and Electric every three years, the City and SDG&E agree to convene a Cooperation Agreement Summit to review the action taken under the ECA and update the ECA as needed.
Any revisions to the ECA are subject to City Council approval. The summit took place throughout the fall and winter of 2024 and resulted in updates to various sections of the ECA.
This item would adopt a resolution authorizing the Mayor or his designee to execute the recommended amendments to the revised Energy Cooperation Agreement.

On January 6, 2025, Councilmember Elo-Rivera issued a call for priorities for the 2025 Environment Committee work plan. Inputs received from committee members and the public when this item is heard at Committee will be incorporated into the final work plan and posted on the City’s website.
