Spring is in full swing with flowers blooming, Padres winning and City Council Meetings resuming after a short break. In Tuesday’s Open Session, councilmembers will consider relief for a group of businesses affected by the pandemic, approval of a stairway rebuild in Ocean Beach and determining the results of a vote on Measure C.

City Council Meeting – April 6, 2021
Councilmembers will enter the Closed Session at 9 a.m. to discuss three items. They will then return for the Open Session at about 11 a.m. to address a substantial list of items. Written public comment is also available by clicking here.
The agenda lists 20 consent items. They include appointments to boards and commissions, agreements with City contractors and joint use land agreements. Also included is a second reading for the short-term vacation rental ordinance.
Councilmembers will also consider six ceremonial proclamations including Teacher Appreciation Day, America’s Finest City Softball League 40th Anniversary Day and Arab American Heritage Month.
Discussion Items:
Emergency Ordinance to Defer Fees and Renew Permits Related to Police-Regulated Occupations and Businesses (Item-331) – This ordinance seeks to defer payments for permits related to police-regulated occupations and businesses for three months and automatically extend permits expiring between March 31, 2021 and February 28, 2022. Many of these businesses were not able to operate during the pandemic.
Declaration of Measure C to have been Approved in the Municipal Special Election on March 3, 2020 and Authorization of Bond Issuance (Item 332) – This item would declare Measure C has been approved in the election held in March last year. It would also authorize the issuance of bonds for homelessness programs and convention center expansion. Last year, the City Council noted that there was a difference of opinion on whether two-thirds supermajority or a simple majority is needed to pass Measure C. Three court decisions have created a new legal precedent allowing the Council to approve the Measure.
Bermuda Avenue Coastal Access Replacement (Item 333) – This item seeks to approve permits to build a concrete stairway at the western end of Bermuda Avenue in Ocean Beach. The stairway was permanently closed due to damage from winter storms in 2015-2016 and the existing cast concrete stairway has collapsed due to long term degradation from ocean waves. Residents of Ocean Beach have requested reconstruction of these stairs to restore access to a pocket beach which can be built in the same general location as the existing stairway.
