Tuesday’s meeting addresses the growing demand for high-speed internet during the pandemic. The California Theatre Project and items on specific properties will also be addressed. This will be the last City Council meeting for two weeks as the Council enters the budget review process. The Budget Review Committee will meet for five consecutive business days starting Wednesday May 5 at 9 a.m.

City Council Meeting April 27, 2021
Councilmembers will hear comments and address the Closed Session Agenda at 9 a.m. They will return for the Open Session Agenda at about 11 a.m.
A whopping 14 items fill the consent agenda. They include the renewal of states of emergency, approving legal settlements and agreements with city contractors.
Six ceremonial proclamations are on the agenda representing religion, business, culture and health. They include Ramadan Month, Asian Pacific American Heritage Month and Mental Health Awareness Month.
On to the adoption agenda…
Citywide Interim Urgency Ordinance to Allow the Installation of Communication Back-Up Power Equipment Within the Public Right-of-Way (Item 330) – The California Public Utilites Commission is requiring fiber optic communications industries, including Voice Over IP carriers to ensure emergency backup power after grid outages during wildfires. This emergency ordinance will allow the wireline industry to quickly deploy back-up power equipment within the Tier 2 and Tier 3 High Fire Threat Districts. This process will help reduce permit review time and allow the wireline industry to comply with the CPUC requirement for 2021 as wildfire season approaches.
Citywide Interim Urgency Ordinance to Allow the Installation of Communication Pedestals Within the Public Right-of-Way (Item 331) – Companies like AT&T, Cox and Charter are responding to rising demand for internet usage due to the pandemic. To meet this demand, communication infrastructure deployment must be performed rapidly to avoid further negative impacts for the many San Diegans who depend on reliable internet service for telecommuting, telehealth, and distance learning. Approval of a citywide urgency ordinance temporarily amends portions of the San Diego Municipal Code to streamline permitting and help local businesses expedite their operations.
Appeal of the Environmental Determination for 8423 El Paseo Grande (Item 332) – This item was not heard in the April 13 Council Meeting due to time constraints. Development Services Department asks the council to approve or deny an appeal which would allow the demolition of a single-story 1,528 sq. ft. house and detached garage at 8423 El Paseo Grande in the La Jolla Shores area and build a 3,989 sq. ft. two-story house.
Appeal of the California Theatre Project (Item 333) – Rick Bates and Unite Here Local 30 appeal the City Planning Commission’s approve of a proposed 41-story, mixed-use development which will include a 336 residential units and a 190 room hotel. The appellants state the project lacks enough affordable housing, parking and other items.
Fay Avenue and West Muirlands Drive Public Right-of-Way Vacation (Item 334) – This item seeks approval of all actions necessary to vacate a portion of public right-of-way along Fay Avenue between West Muirlands Drive and Nautilus Street in La Jolla. The City of San Diego acquired the property for public street purposes in the 1950 and 1960’s to re-align Fay Avenue. There are no current developers or interested properties with plans for the parcel.
