Three more committee meetings fill the busy week.  The Audit Committee will hear several reports on the City Auditor’s projects and recommendations.  The Rules Committee gets an update on boards and commissions.  The Land Use and Housing Committee gets an update on the cannabis business.

Audit Committee Meeting, April 21, 2021 – 9 a.m.

Councilmember Vivian Moreno chairs the Audit Committee Meeting with five items on the agenda.  They include:

Item 1 – FY 2020 Single Audit - The Single Audit Report is a federal requirement for entities that receive federal funds.  It is intended to promote sound financial management, including effective internal controls over compliance with respect to federal awards administered by state and local governments.  The Single Audit includes an audit opinion from the City’s independent auditors, Macias, Gini & O’Connell LLC, on compliance for each of the City’s major federal programs.

Item 3 – The Office of the City Auditor’s Recommendation Follow-Up Report - The Office of the City Auditor’s Recommendation Follow-Up Report provides the status of open recommendations as of December 31, 2020. The intent of this report is to keep the Audit Committee informed about the implementation status of City Auditor recommendations.

Item 5 – City Auditor’s Monthly Activity Report - This Monthly Activity Report provides information on the Office of the City Auditor’s activities as of March 31, 2021. This includes any audit reports issued during the month of March 2021, the status and stage of current audit projects, and a list of planned audits that have not yet started.

Rules Committee Meeting, April, 21, 2021 – 2 p.m.

The Rules Committee chaired by Council President Jennifer Campbell will hear one item at the Wednesday afternoon meeting.

Item 1 – Updates Regarding Boards and Commissions – The Office of Boards and Commissions coordinates with almost every city department to administer the work of over 40 public policy advisory boards.  This informational item is to inform and update the Rules Committee on progress of the office and shared accomplishments, and upcoming projects.

Land Use and Housing Committee Meeting, April 22, 2021 – 1 p.m.

Council President Pro Tem Stephen Whitburn chairs the LU & H Committee meeting which will address four items on the agenda.   They include:

Item 2 – An Ordinance setting aside a certain portion of dedicated City parkland, commonly known as Mira Mesa Open Space, for the opening and maintenance of a City street pursuant to San Diego Charter Section 55 in conjunction with the 3Roots Project – The City of San Diego (City) recently approved the 3Roots development project.  As a requirement for this development, to address an expected increase in traffic through this area, the developer is required to construct a northbound right turn lane at the intersection of Camino Santa Fe and Flanders Drive. The additional property necessary for widening the streets to accommodate the right turn lane is part of the City-owned dedicated parkland known as Mira Mesa Open Space.

Item 3 – Proposed FY 2022 City of San Diego Affordable Housing Fund Annual Plan – The Municipal Code requires the San Diego Housing Commission to adopt an Annual Plan for the use of the AHF revenues and prescribes parameters for the distribution of those projected revenues.  The Housing Commission recommends that the San Diego City Council approve the proposed FY 2022 City of San Diego Affordable Housing Fund Annual Plan.

Item 4 – Cannabis Business:  Update - This is an informational item regarding Cannabis Business in San Diego, providing an update regarding current status and forecast of potential policy and regulatory framework changes, including those to support development of a future cannabis equity program.
