The start of November means there are precious few City Council meetings left on the calendar. Councilmembers will consider adopting the budget priorities of of Councilmembers submitted by the different offices.  They will also consider the appeal of a Planning Commission decision to approve a new Wireless Communication Facility located at 4907 A Street consisting of a 66-foot-tall faux mono-eucalyptus tree.

35 items fill the consent agenda including declaring a continued state of emergency in the city for COVID-19 and sewage and waste coming from Tijuana. Seven of the items adopt amended conflict of interest codes for different City Departments.

Item 30 - Transforming Trauma Day honors the work of Youth Empowerment and their Transforming Trauma program where young people with lived experience mentor and train other community youth.


 


Item 31 - Wesley House Student Residence Day celebrates the organization that provides affordable housing, food assistance and other social work for students experience basic needs insecurity.


 


Item 32 – ArtReach Day recognizes the 15 year-old group which provides free visual arts education, delivering workshops to more than 60,000 students.


 


Item 33 - Assistant Fire Chief Chris Webber Day honors the 26-year veteran of the San Diego Fire-Rescue Department for his service to the department and the City of San Diego.


 


Item 34 – International LGS Awareness Day raises awareness about Lennox-Gastaut Syndrome, a rare debilitating form of childhood-onset epilepsy characterized by uncontrolled seizures and multiple seizure types.

Item S503 - Fiscal Year 2022 Year-End Financial Performance Report – The purpose of the Fiscal Year 2022 Year-End Financial Performance Report is to provide the City Council and the public with a detailed comparison of unaudited revenue and expenditure activity compared to the projections included in the FY 2022 Third Quarter Budget Monitoring Report. This report also includes the June 2022 Charter 39 Report.

City AuditorItem 600 - Performance Audit of the Development Services Department’s Code Enforcement Division - The Office of the City Auditor conducted a performance audit of the Development Services Department’s Code Enforcement Division. The objectives of this audit were to determine (1) whether Code Enforcement’s data is accurate, reliable, and used to inform operational decisions and manage performance; (2) whether Code Enforcement manages inspector/investigator caseloads to optimize compliance timeframes; and (3) whether Code Enforcement’s policies and practices are equitably and consistently applied across the City.  The City Auditor reveals three findings and ten recommendations.


 


Item 602 - Performance Audit of Workplace Safety and Workers’ Compensation - The Office of the City Auditor conducted a performance audit of the workplace safety and workers’ compensation programs.  The objectives of this audit were to determine (1) whether the City effectively mitigates workplace safety hazards and prevents injuries and illnesses and (2) whether the City has adequate internal controls to mitigate the risk of waste, fraud, and abuse in workers' compensation claims. The audit had three key findings and ten recommendations to address the findings.


 


 


 


Discussion Agenda


Item 330 - First Amendment to Contract between the City of San Diego and Burke, Williams & Sorensen, LLP, to Provide Additional Labor Negotiation Consultant Services – This action is to approve the First Amendment to the contract between the City of San Diego and Burke, Williams & Sorensen, LLP, which was originally approved by San Diego Resolution R-312573 (July 29, 2019). This action is to authorize the First Amendment to increase the maximum amount to be paid under the Contract to $3.0 million.


 


Item 331 - FY 2024 City Council Budget Priorities - Per the City Charter, the first step for the City Council in the City’s annual budget process is the development of the annual Budget Priorities Resolution. This annual resolution has been approved by the City Council each year since 2006, and its development is included in the FY 2024 Budget Development and FY 2023 Budget Monitoring Key Dates (“Key Dates”) , which was reviewed by the Budget and Government Efficiency Committee and forwarded to the City Council for approval on September 14, 2022. The Key Dates will be brought to the City Council for approval in the next several weeks.

Item 332 - T-Mobile A Street Project Appeal - Project No. 687321 - This item is an appeal of a Planning Commission decision to approve a new Wireless Communication Facility located at 4907 A Street consisting of a 66-foot-tall faux mono-eucalyptus tree with nine antennas and associated equipment within the Eastern Area Community of the Mid-City Community Planning area.


 


 


 


Cass st Vacation


 


Item 333 - Cass Street Vacation – Project No. 659043 – The project proposes a Public Right-of-Way Vacation of an unimproved 8,600 square-foot portion of Cass Street located at 990 Van Nuys Street. The 0.20-acre site is in the RS-1-7 Zone within the La Jolla and Pacific Beach Community Plan areas.
